Vince Mosca
94th District Representative

Background Vince Mosca, a life-long resident of Saginaw Township, teaches 9th and 10th grade Social Studies and English at Saginaw County Transition Academy. He is running for state representative to fight for quality public education in Michigan.
Vince comes from a family of teachers. His father, Vincent F. Mosca, taught math in Saginaw from 1964 to 2002. His mother, Joanna Mosca, taught math at SVSU, Delta, and in local high schools. His brother James teaches Social Studies at Midland High School.

Proposals Here are some of the painful steps that Vince Mosca - and many impartial non-political analysts - thing Michigan must take to achieve economic solvency in the coming years.
· Reduce spending on our prison system by shortening sentences on non-violent offenders. We currently spend more on punishing people than educating them.
· Fund our highway system by charging users enough to pay for it. Raise the gas tax from the 1997 rate of 19 cents/gallon and use a boothless toll charge on some highways.
· Have the Michigan fiscal year start in July (rather than October) to give local school boards the financial info they need to plan their budget for the coming school year.
· Amend the Michigan Constitution to permit a graduated income tax. This would allow a somewhat higher tax rate on wealthy people without increasing the tax burden on ordinary people. There should be a cap on maximum tax so we do not drive people out of Michigan because of overly high taxes
